Electrician quoted me a fortune for a simple outlet, am I being scammed?

So I needed to add a couple of outlets in my home office and also replace a flickering light switch. I figured it was a small job so I called a few electricians. First one said he couldn't come out for a small job like that. Second one came, looked around for five minutes, and quoted me almost two grand, saying I needed a new circuit and maybe a panel upgrade. That felt insane for what I asked. Has anyone else been quoted crazy numbers for small electrical work? How do you find someone who won't try to sell you a whole house rewire when you just need an outlet? I'm tempted to just live with the extension cords at this point. Any recommendations for an honest electrician would be really appreciated.
